Lukashenko: Modernization is in full swing in Belarus

(BelTA) – In fact, modernization is in full swing in Belarus, and the process is nearing completion, President of the Republic of Belarus Alexander Lukashenko said in his State of the Nation Address on 19 April, BelTA has learnt.

The head of state named the petrochemical industry as an example. Technical upgrade at Belshina allowed manufacturing new-generation tires. Up-to-date production of polyether filaments was launched at SvetlogorskKhimvolokno.

While providing examples of modernization achievements, the head of state mentioned the development of BelAZ “super-heavy” mine trucks with the lifting capacity of 450 tonnes that will be exported to Kazakhstan, Siberia, Far East and Asian countries. The first models of the mine trucks will be rolled out in the summer of 2013.

“The commissioning of the isomerization unit at Mozyr Oil Refinery will allow producing car fuel meeting European environmental and quality standards,” the President said.

However, Alexander Lukashenko believes that Belarus should explore non-traditional industries. “During this five-year period, at least 40% of export growth will be generated by science-intensive products having a low share of import, as well as by bio- and nanotechnologies, pharmacy, information and optoelectronic technologies. Over the last two years we have developed and have been operating about thirty new biotechnology production facilities using domestic know-how. Our biggest priorities are agriculture and pharmaceutics, as they have the greatest growth capacity. By 2015, we will be able to generate hundreds of million dollars; over the five-year period we are expected to increase the output in these sectors five times, from $70 million to $360 million. We are set to expand the revenues per one employee from $39,000 to $212,000. Not $60,000 as we have previously planned, but $212,000,” the President explained.

By 2015, Belarusian technologies will be used to meet domestic demand for animal feed additives, protein and conserving agents for fodder, for milk substitutes, blood plasma preparations, cellular diagnostics and treatment. “These are new bio-products with a high added value that will give us a competitive edge on the market of the Single Economic Space,” Alexander Lukashenko said. He added that this is just one example among many more similar projects across industries and regions.

The head of state gave an example of the wrong approach to modernization. “The State Control Committee told me that in 2007 there were plans to upgrade and increase the capacities of a Petrikov-based sintering plant affiliated with the Gomel House Building Factory. The investment plan was spelled out in detail up to 2015. Over several years the innovation fund of the Architecture and Construction Ministry alone invested Br9 billion into the upgrade. However, they did not take into consideration that house building factories are gradually switching to production of updated panels with no clay pellets in them. In other words, knowing that the need for clay pellets will reduce, they planned to increase its output. As a result, the money might go down the drain,” the President said.

“In order to avoid situations like this, each company should have a modernization plan underpinned by profound study of the market environment and development prospects,” the President said.
