Moscow summit to table implementation of Belarusian initiatives in CSTO

The implementation of the initiatives Belarus put forward during its presidency over the Collective Security Treaty Organization will be discussed at a summit in Moscow on 20 September, BelTA learned from Pavel Legky, head of the press service of the President of Belarus.

The sides are expected to sign a resolution of the CSTO Collective Security Council on the interstate program for outfitting the collective rapid response forces.

Apart from that, the sides will discuss the use of forces and means of the CSTO collective security systems in joint military exercises held in collective security areas. The use of the collective rapid response forces was practiced at a stage of a strategic exercise of the Russian army in Tajikistan in September. It was dedicated to preparing and holding a special operation of the CSTO collective rapid response forces to destroy illegal armed units.

At the plenary session the sides will discuss peacemaking efforts as part of UN-CSTO cooperation. For the sake of developing and agreeing practical mechanisms of cooperation between the secretariats of the CSTO and the UN in the area of peacemaking a draft UN-CSTO declaration has been prepared. Negotiations with the UN on signing the document are underway. The formation and legal registration of the CSTO peacemaking forces have been completed.

Leaders of the CSTO member states will discuss another matter that Belarus initiated during its presidency over the organization, namely the creation of the institute of partnership. The topic was discussed at a session of the CSTO Foreign Ministers Council in Minsk in May. The CSTO Secretary General was instructed to analyze the circle of possible partners of the organization and possible partnership areas. The CSTO secretariat has also summarized proposals of the member states regarding this matter and has studied and has generalized experience of other international and regional organizations regarding this matter. The document is supposed to be signed in Moscow on 20 December.

The CSTO heads of state are also expected to discuss the creation of unified regulations for using emergency response units that have been set up as part of the collective rapid response forces in case of emergencies in the CSTO member states. Following this Belarusian initiatives a session of the working group under the Coordinating Council for Emergencies took place in Minsk in April to discuss and work out common approaches. After the session the Belarusian side prepared and sent a draft regulation on the procedure for the CSTO member states to respond to emergencies to the CSTO Secretariat. The document is supposed to be signed at the session of the CSTO Collective Security Council in Moscow on 20 December.
